据商务部消息,埃及中央银行(CBE)决定,从3月份起,埃及进口商仅可使用信用证进口商品,并指示银行停止处理出口商托收单据。

面对埃及这突如其来的进口付款新政策,大家表现得既紧张又无语。
展开全文对此项新政策,埃及的几个行业团体负责人也呼吁政府撤销这一决定,称此举将导致供应问题,给生产成本和当地价格带来压力,并将中小企业扼杀在行业之外,因为信用证往往会占用资金,只要信用证还开着,银行就会冻结进口商账户中的信用证价值,且处理信用证也相当复杂,一些中小型进口商可能没有这样做的能力。
不过这一呼吁被埃及中央银行(CBE)驳回了。
关于为何要出这个新政策,外媒报道称,信用证政策旨在向出口商保证,如果进口商因任何原因违约,银行将向出口商付款,这为出口商提供了更多保护。
不过,外国公司的分支机构及其子公司不必遵守新决定,银行还可以接受在做出决定之前已经发货的货物的发票。

Starting from March 1, the payment terms for import issues should be only Letter of Credit.
This policy is definitely detrimental to orders execution.
Despite the extra cost L/C may cause, It will take much longer time to open and complete a L/C, which will seriously lengthen the lead time and our payment collection cycle.
And due to the fluctuation of RMB exchange rate, the lengthened payment collection cycle will devour our profits.
So this will lead to a series of problems.
Therefore,it is strongly suggested that you pay the full amount via T/T before the new policy come into effect, so this order can be completed ASAP smoothly.
